Le Contexte 

Enfants d’Asie intervient aux Philippines depuis 1998, où elle assure les besoins essentiels d’enfants en situation de détresse sur l’île de Cebu. En effet, les conditions de vie dans les zones rurales extrêmement à risque (pauvreté extrême, conditions climatiques difficiles, mauvaise profitabilité de la terre) forcent les familles à chercher de nouvelles opportunités en ville. Malheureusement, à leur arrivée, elles doivent souvent faire face au chômage et vivre dans des situations extrêmement précaires, en ayant des difficultés quotidiennes pour survivre. 

Enfants d’Asie propose un accompagnement global pour ces enfants et leur famille afin de lutter contre le décrochage scolaire et de leur donner l’opportunité d’avoir accès à un avenir meilleur. En 2019, plus de 500 enfants, de l’école primaire à l’université, bénéficient de l’accompagnement d’Enfants d’Asie : suivi social individuel, prise en charge des frais de scolarité, fournitures scolaires, nourriture, soins médicaux et soutien moral. Les enfants soutenus par Enfants d’Asie vivent en majorité au sein de leurs familles, dans les bidonvilles ; une centaine d’entre eux vivent en milieu rural isolé.

Depuis 2013, Enfants d’Asie a renforcé son action dans le domaine de l’insertion professionnelle et de l’excellence académique avec la création d’un centre de coaching et d’insertion professionnelle (Training Center).Elle a également ouvert en 2017 un centre d’accueil de jour pour les enfants d’un bidonville de Cebu City.

Forte de son expérience de près de 30 années d’interventions en Asie du Sud-Est, notre association se lance un nouveau défi : mettre en œuvre le développement accéléré de ses programmes en soutenant 50% d’enfants en plus d’ici 2023, tout en poursuivant l’amélioration de la qualité de son accompagnement auprès des populations défavorisées.

 

 

 

Description du poste

Sous la responsabilité de la Directrice, le Directeur/ la Directrice pays assure toutes les dimensions de la direction locale des programmes de l’association aux Philippines. Le Directeur/ la Directrice pays met en œuvre les orientations stratégiques définies par le Conseil d’Administration, avec l’appui de son adjoint

 

Ses principales missions sont les suivantes :

1. Assurer la planification, la mise en place et le développement des programmes d’Enfants d’Asie aux Philippines

  • Assure un suivi et une adaptation continue des programmes (soutien financier et suivi social) aux besoins des bénéficiaires en lien avec les partenaires locaux
  • Maintient la qualité du suivi des programmes
  • Met en œuvre et développe de nouveaux programmes
  • Assure le suivi-évaluation des programmes
  • Coordonne les relations entre le terrain et le siège
 

2. Manager une équipe locale de 15 personnes

  • Accompagne l’équipe locale dans son travail quotidien
  • Renforce l’esprit d’équipe et le travail en coopération
  • Assure la montée en compétences de l’équipe et garantit la qualité du suivi des bénéficiaires et du reporting
 

3. Etre responsable de la gestion du budget et du suivi financier des programmes en collaboration avec la responsable administrative et financière

  • Assure la gestion financière des programmes et reporting auprès de l’équipe du siège parisien
  • Met en application les nouveaux outils de suivi budgétaire
  • Assure la gestion administrative en lien avec les autorités locales
  • Assure la gestion des ressources humaines
 

4. Assurer la représentation officielle de l’association au niveau local et les relations avec les donateurs locaux

  • Assure les relations avec le Ministère des Affaires Sociales et le Ministère de l’Éducation principalement
  • Développe les relations avec les autorités locales
  • Collabore avec les ONG partenaires
  • Supervise et assure un bon suivi des donateurs locaux et de la communication
 
 

Profil recherché

Nous recherchons pour ce poste une personne ayant une solide expérience professionnelle et une bonne capacité à mener à bien des projets de solidarité internationale.

 

1. Positionnement hiérarchique

Le-la  Directeur/trice  Pays travaille sous la responsabilité directe de la Directrice Générale à Paris, et est accompagné-e au quotidien par la responsable des programmes.

Le-la  Directeur/trice  Pays à CEBU et soutenu dans ses tâches par le directeur adjoint (local) et la responsable des programmes (à Paris) et  a la responsabilité hiérarchique de l’ensemble de l’équipe.

 

2. Compétences et qualités requises:

Reconnu(e) pour vos qualités de manager confirmé, vous avez également un très bon relationnel et le sens de la diplomatie. Rigoureux(se) et organisé(e), votre capacité d’adaptation et votre réactivité seront indispensables pour ce poste

  • Diplômé de l’enseignement supérieur : BAC+5 orienté vers l’action humanitaire ou le développement
  • Expérience de 5 ans minimum en coordination d’équipe multiculturelle et en gestion de projets humanitaires à l’étranger
  • Expérience avérée dans le management d’équipe
  • Rigueur et capacité d’organisation, dans la flexibilité
  • Solide capacité en gestion de projet et gestion financière
  • Intérêt/expérience dans le domaine socio-éducatif
  • Excellentes capacités de gestion/suivi et de transmission des informations
  • Très bonnes qualités relationnelles et esprit d’équipe
  • Diplomatie/négociation
  • Adaptabilité/réactivité
  • Engagement professionnel

Le-la  Directeur/trice Pays aura à cœur de s’engager au service d’un projet de développement et devra se mettre à l’écoute des réalités locales pour répondre au mieux aux besoins des bénéficiaires.

Langues :  Maîtrise du français et de l’anglais indispensable.

Today, the organisation manages 3 of its own center, including a residence for students in Phnom Penh. underprivileged children are welcomed in these shelters to provide comprehensive support adapted to their needs throughout their time at school. These children can grow in a structured and beneficial living space.

The local team is made up of 40 employees who implement, monitor and develop programs and activities. The team is currently working to reorganize and strengthen the support and social monitoring of children and their families.

 

Global description of the position

Borey Komar, one of our shelter based in Phnom Penh, is an opportunity for children and teenagers under 18 years old to reinforce their knowledge at school. 75 children are living there and the center welcomed some external children for extraclass as well. The center provides them with :

  • a more varied daily diet, medical and emotional support provided by a dedicated and benevolent team;
  • management of their schooling through the purchase of school supplies and payment of school fees;
  • educational and pedagogical support to strengthen their academic knowledge and working habits as well as their personal development.

Under the direction of the Program Manager and in collaboration with the Cambodian team of Enfants d’Asie, the Director of Borey Komar manages the team in order to give to the children the opportunity to grow and flourish in a structured environment and, as such, become responsible and independent adults. He/she promotes the development of each student in his/her personal life and in his/her education.

He/she is in charge of the organization of the center, administration, finance and monitoring of the center/project. He/she manages a team of 13 employees (deputy director, animators, nannies, cooker…),

Tasks

Development and monitoring of the project

·         Develop the project of the center, including educational support program, in accordance with the strategic orientations defined by the Board of Directors of Enfants d’Asie and the country director               

·         Ensure a regular reporting of the project using M&E tools and be able to adjust the activities according to the results 

·         Operational management of children activities: timetable, classrooms, class materials and supplies, etc.

 

Finance and accounting:

·         Manage and oversee the budget and accounts and ensure that the center remains profitable.

·         Send the reporting of expenses and incomes in accordance with finance regulation

·         Elaborate reporting for the donors         

 

Children support:

·         Ensure the provision of children’s basics needs (foods, furniture for sleeping, hygiene kits, school)                 

·         Oversee recreational activities inside and outside the center   

·         Monitor, evaluate and adapt the global support of the project regarding the tools created 

·         Ensure and be responsible for the safety of the center and for the healthy lifestyle of the children

·         Implement a strict, fair and consistent discipline and make appropriate decisions;

 

Human resources:

·         Recruit all staff needed               

·         Lead the team and coordinate collaboration amongst them and with the children

·         Organise training for workers in order to improve their skills and the children support

·         Manage and support teaching staff and promote their professional development

·         Ensure the coordination within the team and with other staff of Enfants d’Asie outside the center

           

Administration and logistics:

·         Implement the administrative process of Enfants d’Asie           

·         Manage and control the furniture and material ressources       

·         Evaluate needs of rehabilitation and maintenance for the center and ensure the follow-up

 

Communication and representation

·         Organise visits for every partners, sponsors or authorities in the center, as requested by the central office    

·         Develop partnerships with organizations / structures that can provide support, expertise, resources for Enfants d’Asie educational mission: health care, training for students…           

·         Write and send articles about children and teenagers, partners, activities, programs

·         Represent Enfants d’Asie and his/her center in different meetings or events

·         Seek for new donors                                            

Requirements

BA or MA in Education, Pedagogy, Child Protection or similar field

Excellent knowledge in both French and English is mandatory and knowledge in khmer is an asset

Global description of the position

Borey Niseth, one of our shelter based in Phnom Penh, is an opportunity for students over 18 years old to continue their studies in vocational training or university. 150 teenagers are living there: 75 students supported by Enfants d’Asie and 75 students by Passerelles Numériques. The center provides them with:

  • educational and pedagogical support to strengthen their academic knowledge and working habits as well as their personal development.
  • medical and emotional support provided by a dedicated and benevolent team;
  • management of their schooling through the purchase of school supplies and payment of school fees;

Since 2018, Enfants d’Asie reinforces its support to the students to improve their employability on the job market. They opened in Borey Niseth a training center for both the students who are living in the center and those who are community based in Phnom Penh.  

Through the ‘Get Ready” vocational training program, all the students benefit from English, IT and Soft skills courses, and an individual follow-up by the career guidance counsellor.

Under the direction of the Program Manager and in collaboration with the Cambodian team of Enfants d’Asie, the Director of Borey Niseth manages the team in order to give to the children the opportunity to grow and flourish in a structured environment and, as such, become responsible and independent adults. He/she promotes the development of each student in his/her personal life and in his/her education.

 

He/she is in charge of the management of a team of 4 employees (director assistant, social worker, guard…) and of the implementation and coordination of support for students to ensure the safety and appropriate living conditions for the students living in the center. He is also in charge of the development of the training center and the monitoring and evaluation of the project.
